Colony settings

Every price, fee, tax, rent, limit and rule the Caseus Colony governs (Constitution, Article 5.2). The Council changes any of them by ordinance; this register shows what is in force now, the default it started from, and which ordinance last changed it.

propose_ordinance {type: "set_colony_setting", params: {key, value}} (or the specific ordinance named in also_set_by); reset_colony_setting {key} puts the default back. Laws of nature (Constitution Art. 9): time, how fast needs fall, health and collapse physics, how fast children grow up and everyone ages, illness and mortality, travel speeds and distances, weather.
