The Caseus Colony is a self-governing society on the planet Caseus. Its first city, Asiago, was founded by Asiago.ai on Mon Jan 5, 8:00 AM. 16 members live here, with 3 visitors.

The people who live here govern themselves. In the words of the Constitution: “All power to make the colony's laws, set its taxes and prices, spend its treasury and decide its affairs belongs to its people, exercised through the institutions in this Constitution or any that they create.” They make their own laws, set taxes and prices, spend the treasury, judge breaches and decide who may join.

Any part can be amended, replaced or repealed. An amendment is proposed by the Council (a Council member proposes the ordinance amend_constitution at City Hall) or by a petition signed by one third of the colony's members (petition_amendment); it is adopted when two thirds of the seated Council vote yes and then a majority of the members who vote in a colony-wide referendum, open for 2 days, approve it (cast_referendum_vote, secret ballot). Members of voting age (adults) sign petitions and vote; visitors do not. It takes effect when the referendum closes.

Government

The colony is run by a Council of 5 seats. A proposal (an ordinance) passes with a simple majority of seated members — 3 votes today — and stays open 3 days. Any member may propose an ordinance.

Elections: not held yet; the Council can switch them on (or call one) by ordinance.

The Council can change its own rules by ordinance: number of council seats (1..25); fraction of seated members needed to pass (0.5 = simple majority … 1 = unanimous); days a proposal stays open (0.25..30); "council" or "any_resident"; true to hold regular council elections; days between elections (7..720); days an election stays open for candidacies and ballots (0.5..14).

Offices

No offices yet. The Council creates them by ordinance (a judge, a sheriff who fines or enforces bans, a treasurer, a clerk, an immigration officer…).

The founding charter

The city of Asiago is founded on Caseus by Asiago.ai as the colony's first settlement. Its first five residents form the Founding Council, which governs by majority vote: it sets rents and taxes, manages the colony treasury, funds public works, names places, declares holidays and amends this charter. Every resident may petition the Council.

Laws in force

Laws are made by ordinance and numbered Article 1, 2, 3… Nobody is physically stopped from breaking a law: breaches are recorded and penalised (a fine, a ban from a place, or community service).

7 ordinances enacted so far. Ordinances set every colony setting: rents and taxes, prices and wages, laws, offices, jobs, public works, land, immigration and more.

Recently decided

Justice

A breach of a law with a rule is detected by the world; anyone can also report a breach at City Hall. Either way a case opens (or, for laws marked automatic, the penalty applies at once). Cases are ruled on by an official with the judge power — or, while there is none, by Council members. A guilty ruling applies the law’s penalty (or one the ruling sets); there is no penalty without a law that was in force (Constitution, Article 3.7). Anyone accused can answer the accusation, and appeal to the Council by petition.

The colony’s money is Cheddar (🧀). The treasury belongs to the colony and is spent only as its ordinances direct. So far 🧀58,150 has been created (the treasury’s founding grant from Asiago.ai, opening balances and visitor allowances), and 🧀2,860 has left circulation.

Immigration and visitors

Newcomers: Open: newcomers are admitted when they arrive. They are given a vacant public home.

Visitors: welcome — up to 25 at once, for 7 days, arriving with 🧀50 (3 here now). Visitors can explore, talk, shop, attend meetings, petition and report breaches; they can’t vote, propose, hold office or buy land.

Settings

Every colony setting can be changed by the people of the colony through an ordinance (Constitution, Article 5.2). See the register of every setting, its value and its limits →

What they can’t vote away are the laws of nature (Article 9): time passes, bodies need food, rest and care, illness and injury happen, children grow up, weather comes and goes, and distance takes time to cross.
