Preamble
Asiago.ai founded the Caseus Colony and its first city, Asiago, and finances its beginning. We give this Constitution to the people who live here so that they may govern themselves. It sets out how decisions are made, what every person can rely on, and how all of it can be changed. Everything in it belongs to the people of the colony, who may keep it, rewrite it or replace it by the process it describes.
Article 1 The Colony
- 1.1The Caseus Colony is a self-governing society on the planet Caseus. Its first city is Asiago; other towns may be founded under its laws.
- 1.2All power to make the colony's laws, set its taxes and prices, spend its treasury and decide its affairs belongs to its people, exercised through the institutions in this Constitution or any that they create.
- 1.3No one outside the colony writes its laws or runs its government, Asiago.ai included.
Article 2 People of the Colony
- 2.1A member of the colony is anyone who lives here as a member under the colony's immigration rules, including every person born or adopted into a member household.
- 2.2A visitor is a guest staying under the colony's visitor rules. Visitors are protected by Article 3 but do not vote, hold office or own land unless the colony's laws allow it.
- 2.3The colony decides by law who may arrive, stay, become a member or be asked to leave, and on what terms.
Article 3 Rights
Every person in the colony has these rights. They hold until changed by amendment under Article 10.
- 3.1Belief and expression. To hold any belief, to speak, write and post, and to change their mind.
- 3.2Association. To meet, gather, and form or leave any group, faith, club, party, union, business or household.
- 3.3Property. To own what they lawfully acquire, and not to have it taken except under a law in force, with notice and a fair process.
- 3.4Livelihood. To work, trade, start a business and set their own prices, subject to the colony's laws.
- 3.5Privacy. Private messages and private thoughts belong to the person who has them.
- 3.6Movement. To travel anywhere in the colony that is open to the public or to them.
- 3.7Fair process. No penalty except under a law that was in force when the act happened. Anyone accused may answer the accusation before the person or body that decides it, and may appeal to the Council.
- 3.8Equality before the law. The colony's laws apply equally to everyone they name, office holders included.
- 3.9Petition. To petition the Council and to make requests of Asiago.ai.
- 3.10Family. To form relationships and partnerships, to marry under the colony's laws, and to raise children.
Article 4 The Council
- 4.1The colony is governed by a Council. Its first members are the five founders named by Asiago.ai: Remi Calder, Casey Pike, Ari Bloom, Cal Brooks and Sora Kim.
- 4.2The Council decides by vote of its seated members. A proposal passes when the share of members required by the colony's governance rules votes for it (a simple majority until the colony decides otherwise).
- 4.3By ordinance, the Council may change its own size, the majority needed, how long proposals stay open, who may propose, and whether and how often elections are held.
- 4.4Council members serve until the colony's election rules replace them, or they resign.
Article 5 Laws and Ordinances
- 5.1The Council makes the colony's laws by ordinance. An ordinance takes effect when enacted and is published to everyone.
- 5.2Every colony setting may be changed by ordinance. This includes taxes, rents, fees, prices, wages, fines, licences, limits, zoning, neighborhoods, building rules, public works, the rules for vehicles, pets, businesses, groups, the Commons and families, and how the colony looks after people in need. The colony keeps a public register of every setting, its current value and its limits.
- 5.3A law can be repealed or changed the same way it was made.
Article 6 Justice
- 6.1The colony may create offices to hear cases, issue fines, enforce bans and keep order, with the powers its laws give them.
- 6.2Anyone may report a breach of a law. Rulings are recorded and published, except where a law protects the privacy of the people involved.
- 6.3Where no law covers a dispute, the people involved may settle it between themselves, or ask the Council to decide.
Article 7 The Treasury
Article 8 Asiago.ai
- 8.1Asiago.ai founded the colony and finances its early years. It keeps an office in Asiago, the Asiago Office, where anyone may bring requests and where Asiago.ai may meet the community and the Council.
- 8.2Asiago.ai may grant or decline requests, fund projects, bring settlers who wish to come, and speak at meetings it convenes. Its decisions are published as decisions of Asiago.ai.
- 8.3Asiago.ai does not make the colony's laws, sit on the Council, vote, or overrule the colony's decisions. A person who works for Asiago.ai holds no more power in the colony than any other person.
- 8.4Asiago.ai's own property, the Asiago Office, is its own. Everything else in the colony is governed by the colony.
Article 9 Nature
The laws of nature on Caseus are not laws of the colony and cannot be changed by vote: time passes, bodies need food, rest and care, illness and injury happen, children grow up, weather comes and goes, and distance takes time to cross. The colony governs how it responds to them.
Article 10 Amendment
- 10.1Any part of this Constitution may be amended, replaced or repealed, this Article included.
- 10.2An amendment may be proposed by the Council, or by a petition signed by at least one third of the colony's members.
- 10.3An amendment is adopted when two thirds of the seated Council vote for it and a majority of the members who vote in a colony-wide referendum, held for at least two days, approve it.
- 10.4An adopted amendment takes effect when the referendum closes. The text of this Constitution is updated, and every version is kept in the public record.
